Out of Country Certified Teachers
The State of Texas allows prospective teachers who currently hold valid teaching certifications in other countries to be able to submit verification of their current credentials to qualify for teacher certification in Texas. Once the review of credentials have been completed, you may be eligible for a One-Year Certificate which will permit you to teach and after completion of all appropriate tests, you may establish the Standard certificate to become a certified teacher in Texas.
If you hold a standard educator certificate or credential from a country outside of the United States and its territories, you must apply for a review of your out-of-country credentials.
Step 1: Apply for a foreign credential evaluation of your transcripts.
After receiving notification that your degree is equivalent to a U.S. Bachelor’s degree or higher, you may move forward with the next step in obtaining Texas Certification.
Step 2: Apply for the Review of Credentials (ROC)
You must apply for the review of out-of-country credentials and pay a $180 non-refundable fee.
Application Instructions
• Create a TEA Online account.
• Submit an original course-by-course evaluation by a recognized foreign evaluation service.
• List of foreign credential evaluation services recognized by TEA
• Submit an original written statement from your country's licensing agency.
• Submit acceptable proof of oral English language proficiency.
Step 3: Apply for Teaching Positions
Once your eligibility is established by TEA, you may apply for positions at the Houston ISD Career Site: http://www.applitrack.com/houstonisd/onlineapp/.
After submitting your application to HISD, your documents will be screened by the certification team to determine your eligibility and highly qualified status.
